Green Climate Fund, Kyoto Protocol main issues at COP17: South Africa
The South African Minister of International Relations and cooperation- Ms. Nkoana- Masbane has said that getting the Green Climate Fund into action and extending the Kyoto Protocol are likely to be among the central issues at the COP17 in Durban later this year.

At a recent event, the minister said that her government had been working closely with the Mexican government, which had hosted the COP16 in 2010, to ensure a suitable outcome to eh international negotiation for a climate change agreement.
The minister revealed that the South African government has been undertaking informal consultation at the ministerial, negotiators and stakeholders' levels to a credible outcome that is equitable, fair, and inclusive. The four main issues that have been raised in these consultations, and are likely to be central in the discussions at COP17 are:
- The actioning of the decisions taken at COP16 which include establishment of Adaptation Committee, Technology Executive Committee and Standing Committee on Finance
- A solution on the balance between the 2nd Commitment Period of the Kyoto Protocol and a comparable emission reduction regime for non-Kyoto Parties
- The Adaptation Framework must undertake the matching of actions with finance and technology, whilst recognizing that adaptation needs for developing countries depends on emission reduction ambition of all Parties
- The completion of the design of Climate Financing and operationalisation of the Green Climate Fund should be prioritized
The South African government has been conducting several meetings and discussions at the national level as well. Recently, it held meeting with the labour unions to discuss the issues expected to be raised at COP17.
