The Chinese government has targeted tourism to reach about US$1 trillion by 2020.
A State Council five-year tourism plan from 2016-2020 has earmarked revenues of up to 7 trillion yuan, which will represent about 12% of GDP, state-run Xinhua news agency reports.
Last year tourism generated 4 trillion yuan.
Investment in the tourism industry will likely grow to about 2 trillion yen by 2020, it says.
The tourism plan says travel agencies will be encouraged to diversify products and disperse tourist to rural areas.
It also wants to see the quality of destinations raised, starting with five new tourist city clusters and 10 national tour belts.
Sustainable tourism initiatives will also be promoted, the State Council said.
