Japan had a quick rebound in tourist arrivals after experiencing a blip last month.
Visitor arrivals were back in positive territory in October, up slightly year-on-year by 1.8%.
It comes after Japan experienced its first fall for more than five years in September following a string of natural disasters this summer.
According to the Japan Tourism Agency, a total of 2,640,600 visited in October.
It took the year-to-date total to 26.1 million, which is up nearly 10%.
Tourism officials are confident it will push through the 30 million barrier by the year-end.
Japan has targeted 40 million foreign visitors by 2020, the year it hosts the Tokyo Olympics.
In September a powerful earthquake struck Hokkaido, and a storm hit Kansai, closing the airport and causing widespread flooding.
Earlier this year severe heatwave and torrential rains causes scores of deaths.
