Mexican President Enrique Pena Nieto has demanded a full investigation after security forces in Egypt fired on a convoy of tourists by mistake, killing 12.
At least two were Mexican tourists.
"Mexico condemns these deeds against our citizens and has demanded an exhaustive investigation of what has occurred," the president tweeted.
Another five Mexicans are in a stable condition in hospital.
A spokesman for Egypt’s tourism ministry said the tourists were in a convoy of unlicensed vehicles and in an off-limits area.
The Egyptian police and army raid came as they were ‘chasing terrorist elements’ in Wahat in the Western Desert and seemed to have mistaken the convoy for militants who were known to be in the area.
An Egyptian government statement said: "Tthe incident led to the death of 12 Mexicans and Egyptians and the wounding of 10 others".
The Mexican foreign minister is due to update the media later today at a press conference.
