The Singapore Tourism Board (STB) said a travel agent has been fined S$19,500 for operating without a valid license.
Yam Tee Kuang, director of Uniglobal Holidays was convicted of 13 charges under the Travel Agents Act and Regulations.
Yam continued operating the business despite several warnings to renew the travel agency licence after it expired on December 31, 2013.
Yam said he could no longer meet the financial commitment required under the Travel Agents Act in order to renew the license.
STB investigators also found Yam failed to provide travel products worth S$140,000 paid for by seven Russian travel agencies.
