After a number of high profile air rage incidents involving Chinese passengers, authorities are setting up a national database of problem travellers.
The National Tourism Administration will launch a ranking system for badly behaved tourists which will be accessible to the travel industry who can choose whether or not to do business with them.
The database will rank behavior into different levels of severity and even hand out punishment for unruly tourists in some cases, although no details were given.
According to the official Xinhua news agency, the National Tourism Administration wants to rein in unruly behavior which it says has given China an unwelcome reputation.
Last month, a group of Chinese air travelers caused an uproar by scalding a flight attendant with hot water on a Thai AirAsia flight from Bangkok, and also threatened to blow up the plane.
Xinhua also reported that up to 10,000 students would be chosen as ambassadors to "promote civilized tourism" during backpacking trips abroad.
